Administration and Finances Director

The Euro-Mediterranean Foundation of Support to Human Rights Defenders (EMHRF) invites candidates to apply for a position as Administration and Finances Director.

Background: 
The Euro-Mediterranean Foundation of Support to Human Rights Defenders (EMHRF) is a private Danish- based Foundation established on 9 December 2004 (http://emhrf.org/). The Foundation aims at supporting human rights defenders by means of small scale and flexible funds in the Arab region. The Foundation’s trademark is the support of human rights NGOs or members of human rights organisations under pressure or attack; innovative projects; and support of NGOs whose activities tend to fall outside mainstream donors’ priorities.

The headquarters of the EMHRF are located in the city center of Copenhagen and consist, besides the Administration and Finances Director, of an Administration and Finances Officer and an intern. In addition, the EMHRF secretariat has two sub-offices in Paris and Tunis with a Programme Director, a Regional Consultant, four Programme Coordinators and an intern.

The Board, the highest authority of the EMHRF, consists of twelve members.

Duties: 
Working under the supervision of the Programme Director and in regular liaison with the Treasurer of the EMHRF, the Administration and Finances Director is a strategic management position that is based at the headquarters of the EMHRF in Copenhagen and whose role is to ensure that the EMHRF is managed efficiently, within budget and in accordance with financial rules.

In particular, the main duties of the Administration and Finances Director are as follows:

1. Finances 
• Overseeing the financial management and the bookkeeping 
• Developing and ensuring the implementation of financial rules 
• Implementing effective budgeting and financial reporting processes and systems to meet the reporting requirements of the Board and the donors 
• Preparing regular budgets and financial overviews, including administering and reviewing all financial plans and budgets; monitoring progress and changes; and keeping the PD and the Board abreast of the financial status 
• Liaising with external auditors, preparing and coordinating annual and project audits 
• Managing bank accounts in Denmark and France, and maintaining relations with the banks 
• Approving all payments and reconciliations 
• Supervising all financial activities of the three offices 
• Ensuring compliance with contractual guidelines and 
• Communicating and presenting the critical financial matters to the Treasurer and the Board

2. Donors relations 
• Facilitating the management of donors’ contracts 
• Preparing budgets and other practical elements for funding applications 
• Ensuring financial reporting in accordance to contract timeline 
• Preparing donors financial reports, including collating financial reporting materials and overseeing all financial, projects and grants accounting 
• Representing the EMHRF at meetings with donors and partners on financial issues

3. Grants management 
• Overseeing the management of grantees contracts (including drafting funding agreements, collecting and archiving relevant legal and financial documentation) 
• Monitoring grantees deadlines and obligations

4. Human Resources management 
• Overseeing human resources, including recruitment, staff management, evaluation, and development 
• Developing and ensuring the implementation of human resources rules 
• Direct supervision of Administration and Finances officer and intern in Copenhagen

5. Administration and IT 
• Overseeing the preparation of meetings and missions for the Board, staff and consultants 
• Managing service contracts for the three offices (IT, Navision, human resources...) 
• Overseeing administration and office management of the three offices

Qualifications: 
• At least five years of overall professional experience managing the finances, human resources and administration of a department or a foundation/association 
• Significant experience working with financial reporting requirements of donors, notably the European Commission, Danida, Sida, among others 
• Fluency in English mandatory; French a significant asset 
• Computer literacy is mandatory, experience with Excel and Microsoft Dynamics Nav is required 
• Ability to translate financial concepts to - and to effectively collaborate with - colleagues who do not necessarily have finance backgrounds 
• A successful track record in setting priorities, paying attention to details and solving problems • Excellent communication and relationship building skills with an ability to negotiate and work with a variety of internal and external stakeholders 
• Personal qualities of integrity, credibility, and dedication to a non-profit mission

Duration: Permanent contract 
Working hours and wage: The Administration and Finances Director will be employed to work 37 hours per week according to the Danish scale of wages based on qualifications and experiences. 
Start of assignment: As soon as possible
